No explosives were involved, but the construction of the device makes it clear to me that it was built to maim or kill.

According to the police spokesman a tie down strap had been attached on a side of the rails. These straps are used to fix cargo in among others freight carriages. To the end of the strap a bench-vice had been tied up. That end had been thrown over the overhead line of the track, so that at contact a short circuit would arise.
